Emergency Orders and regulation reminders

At this time, four Emergency Orders are in effect for this area.
By Emergency Order, the Russian River Sanctuary Area is open to fishing as of 6:00 a.m., Wednesday, June 21 as a result of the Department’s projection that the low end of the escapement goal of 14,000 red salmon through the weir will be exceeded.
By Emergency Order, anglers that they may not fillet or otherwise disfigure Kenai River king salmon in such a manner that would prevent determination of the length of the fish. Boat anglers cannot fillet a king salmon until the fish is brought to shore and offloaded from the vessel. Shore anglers cannot fillet a Kenai River king salmon before removing it from the fishing site. The Emergency Order still allows gilling and/or gutting the king salmon.
By Emergency Order, Kasilof River anglers may keep either a naturally-produced king salmon OR a hatchery king salmon on an additional day, Thursday, in addition to Tuesdays and Saturdays. A naturally-produced king salmon is a fish that still has its adipose fin. Hatchery king salmon, which are fish that are missing their adipose fin, can be kept seven days per week.
By Emergency Order, Kenai River anglers may use bait in the Kenai River from the mouth upstream to a point about 100 yards below the confluence of the Moose and Kenai rivers. Anglers are reminded that the slot limit and that the single hook restrictions remain in effect.
A news release was issued on May 8 closing a 300 foot section of the Kenai River to all sport fishing at river mile 44.75. Two floating smolt traps and sonar equipment have been deployed in the Kenai River near the area called the “Kenai Keys.” The area closed to all sport fishing until June 25 includes the waters and the shoreline from the deployed smolt traps upstream 300 feet. Anglers and boaters should use extreme caution when transiting the area since floating smolt traps and sonar equipment will be anchored to the river bottom with large anchors and steel cables. If going downstream, stay to the left of center of the river. If going upstream, stay to the right of center of the river.
All flowing waters in the Kenai River watershed are now OPEN to fishing for rainbow trout and Dolly Varden char.
There may be other areas closed to all fishing. Check your regulation booklet.
Salmon – Kenai & Kasilof rivers

Anglers fishing for Russian River red salmon have reported excellent to “as good as it gets” success, with many anglers catching their limits in less than one hour. Anglers who fillet their fish in the Russian River area are asked to chop up the carcasses into small pieces and toss the small pieces into fast moving currents. Chopping up carcasses into small pieces will likely help reduce the tendency of the carcasses to accumulate in piles and eventually become bear attractants. Please remember to “Stop, Chop, and Throw” your carcass pieces into fast moving currents.
Kasilof River king salmon anglers fishing from boats reported that success rates have leveled out in recent days, but would still rate fishing as fair to good. Shore anglers have consistently experienced much lower success rates.
Historically, the numbers of king salmon entering the Kasilof River reach their peak by last week, so angler success should continue to decline this week Water temperatures and height in the Kasilof River have reached normal levels.
On the Kenai River through midnight, June 19, an estimated total of 15,812 king salmon passed the station. The last 10 years’ average through midnight, June 19, is about 11,226 king salmon past the sonar station. Red salmon have also been observed passing by the king salmon sonar station and may be influencing the estimates of king salmon passage.
Angler reports and the ADF&G creel survey indicate that many Kenai River king salmon are caught daily, and recent fishing is considered fair. Angler success should remain steady for the remainder of June.
Kenai River water levels are continuing to rise and are approaching average for this time of year. Water clarity in the Kenai River was considered only fair on June 19.
Resident Fish — Kenai River

All flowing waters in the Kenai River watershed re-opened to fishing for rainbow trout on June 11. Anglers fishing for rainbow trout in the Kenai River above Skilak Lake have reported good success.
Fishing for Dolly Varden is also now open in the Kenai River watershed.
Many streams have special tackle restrictions, so please check the regulation booklet before fishing.
Resident Fish — Kasilof River

Rainbow/steelhead fishing is reported as very slow. Anglers putting in enough time to work the holes and drifts have had the best success.
All rainbow/steelhead trout caught downstream of the Sterling Highway bridge must be immediately released without removing them from the water.
Lake Fishing

See below for links to stocking information, as well as maps to the area lakes.
Johnson Lake in the Kasilof area is a great place to try for stocked rainbow trout. On May 1, 3,000 catchable sized rainbow trout were stocked into Johnson Lake.
Northern Pike

Try Stormy Lake, Arc Lake, or Union Lake.
Many other area lakes have northern pike, but public access is limited. Private property owners may allow access, but get permission first.
Pike can be taken using spears, bow and arrow (with arrow attached by a line), bait, spinning, and fly-fishing gear. Try fish-shaped and fish-colored lures and flies.
There is no closed season for pike, and the bag limit is unlimited. Wanton waste laws apply, so be sure to use, or donate to charity, all the pike you harvest.
Personal Use

The Kasilof River personal use set gillnet fishery opened Thursday, June 15. Personal use gill netters have reported fair catch rates, with a few reports of good success. Complete regulations are on pages 16 through 18 of the Southcentral Alaska regulation booklet. A free permit is required, in addition to an Alaska resident fishing license. Permits are available from many grocery stores, tackle shops, ADF&G offices, and even some gasoline stations.
You must hold an Alaskan resident sport fishing license (or ADF&G senior license or ADF&G Disabled Veteran’s license) in order to participate in any personal use fishery, including set netting at the Kasilof.
A very informative personal use website has been set up, with information from both the Division of Sport Fish and the Division of Commercial Fisheries. Go to the Sport Fish home page and click on “Cook Inlet Personal Use.”

REPORT: 6AM Monday at Pink Salmon a few reds around. Then, about 8AM a huge flood of fish started that, by report of others, went into late last night. We all cleaned up early and watched rainbows beneath the cleaning stations chow down (some easily 24 inches).

This AM-fishing was reasonably good. My brother(an old impotent man with memory impairment), forgot to watch his stringer (hope he reads this). Mr 3 1/2 year old male boar browny ate them. Later today my wife caught a few. We were told that armed rangers were shadowing this bear because he was quite bold with fishermen. Please do not tie your stringer to your wife and kids.  lo

REPORT: Went out this morning at about 8 am. Reds were running thick! Three of us caught our limit in about an hour. Water is a little high and fairly clear. Can see the fish without glasses. Everyone out there was hooking fish quickly. Great for beginning anglers if you get out there first thing in the morning. Not too many people. It was easy to find a spot with plenty of room. Sanctuary opens early! Definitely heading out there on 6/21. Should be some good fishing.

REPORT: Got up early to fish for reds. Crossed on the ferry, and figured that there is no way I was going to fish with the sactuary crowd. Walked the other direction toward the bend, and away from the crowd. Pretty soon had the first one on the bank. Watched the crowd below and caught my other 2 as more of the pods swam by. Really hope the tourists who I gave my spot to when I left had luck too. Stayed with them for a while to give them some direction, but since it was pouring out, decided to call it a day after about 30 minutes. Probably head back down tomorrow.

WOUNDED BEAR ADVISORY:
6/25/06 3:00PM - It has been confirmed by State Troopers that on Friday a Sow Brown Bear with at least two cubs was shot five times and only wounded. Fish & Wildlife officers arrived on the scene and tracked the blood trail but AT THIS TIME the bear is UNACCOUNTED FOR. And neither of the two cubs have been found yet. Also in this area yesterday/today a young adult brown bear was observed in this same area as well as the limping 2 year old cub. This incident occurred on the HIGHWAY SIDE of the Kenai River between Lover's Rock (the big bend hole) and the Ferry Crossing. Anglers are advised to avoid the area and fish in safer spots until further notice.

REPORT: Had a blast Thursday fishing for Reds at the mouth of the Russian. We got there in the afternoon and fished with the crowd for a few hours after waiting 40 minutes in line to pay to park. The Reds were coming in all afternoon in small schools. Looked like everyone fishing was catching 'em. Saw a few people snagging and bagging but it is surprising how fast that stops when you start announcing that you have to throw yours back because it wasn't hooked in the mouth. People seem to catch on. Everyone was courteous and friendly for a change. However, it was very surprising and rather scary to see all the people cleaning their fish on the banks and leaving the carcasses on the shore or in the still water. Fish carcasses were everywhere. It is going to be a literal bear buffet down there. Please throw them in the fast moving water as "KK" asks above. Hope the runs last a while longer so I can run down and get a few more.

WOUNDED BEAR ADVISORY:
6/26/06 12:00PM Update - The wounded sow Brown Bear has not been found by wildlife officers yet. The concessionaire has roped off the area and posted notices for anglers to keep out of the woods in that area and if they want to fish that stretch they should walk downstream along the river from the Ferry parking lot. The sow's two year old cubs (1 runt 2 normal size) were spotted Monday morning prowling through the Tent Camping Area of the Ferry Parking Lot along with the limping 2 year old cub and one other unidentified juvenile brown bear.

REPORT: My buddy and I got to the Ferry parking lot at about 9 pm, crossed on the ferry and started looking for open bank to start fishing. We took the spots of two dejected anglers who said they had been there for hours at the mouth of the Russian and had not hooked anything. We waded in and prompty hooked up, and the fishing stayed good till about 2 am. I don't know if they did not have enough weight on or just bad luck but the fishing at the mouth of the Russian was as hot as I have ever seen. But then again, people on either side of us were not hooking up either. Maybe we just had blind dumb luck to find a great spot. Things got hot again at about 4 am and that was when the crowd started filing in as well, so we surrendered our spot and went home with our limit.

Also, our neighbors on either side of us for the most part were quite nice and respectful when you had a fish on, surprising due to the ammount of people that were there. I don't remember anyone failing to move or pull their line out of the water when we had a fish on. That was different from my past experiences on the Russian in the past.

We saw 0 bears but heard of a young bear hanging out by the Grayling trail by the Russian River camp ground.

Emergency Orders and regulation reminders

The Russian River Sanctuary Area opened by Emergency Order on June 21.
Also by Emergency Order, the daily bag and possession limits in the Russian River were raised to four salmon per day with four in possession on July 25. This Emergency Order expires at midnight, July 14, after which the limit goes back down to 3 per day, 3 in possession.
Anglers are reminded that, by Emergency Order, they may not fillet a Kenai River king salmon before removing it from the fishing site. The Emergency Order still allows gilling and/or gutting the king salmon. Another Emergency Order allows bait in the Kenai River downstream of the Moose River, through June 30, after which time the Kenai River is single-hook and bait allowed by regulation.
Another Emergency Order has been issued to allow Kasilof River anglers to keep naturally-produced king salmon on Thursdays in addition to Tuesdays and Saturdays. A naturally-produced king salmon is a fish that still has its adipose fin. Hatchery king salmon, which are fish that are missing their adipose fin, can be kept seven days per week. This Emergency Order expires at 11:59 p.m. June 30. Starting July 1, anglers may keep either a wild or a hatchery fish from the Kasilof River.
The Kenai River king salmon slot limit and the single hook restriction remain in effect through June 30 below the Soldotna Bridge and through July 14 above the Soldotna Bridge.
Salmon – Kenai & Kasilof rivers

Anglers fishing for Russian River red salmon continue to report good to excellent success, with many anglers catching their limits in less than two or three hours.
If you fillet your fish in the Russian River area, please chop up the carcasses into small pieces and toss the small pieces into fast moving currents. This reduces the piles of carcasses which attract bears. Just remember to “Stop, Chop, and Throw” your carcass pieces into fast moving currents.
Additionally, AM radio stations were installed at both the Russian River Ferry and at the Russian River campground. Anglers can now turn their radio dials to AM 1600 for information about the fishery and other fisheries related issues.
Kasilof River king salmon anglers fishing from boats reported that success rates have continued to decline in recent days, and is considered fair. Shore anglers did not report much success last week. The early-run is nearly over and reports of angler success seem to support this.
On the Kenai River through midnight, June 26, an estimated total of 20,618 king salmon passed the station. The last 10 years’ average through midnight, June 26, is about 14,245 king salmon past the sonar station. Red salmon continue to be observed passing by the king salmon sonar station and may be influencing the estimates of king salmon passage.
Angler reports and the ADF&G creel survey indicate that many Kenai River king salmon are caught daily. Recent fishing is considered fair, and, on occasion, good. Angler success should remain steady for the remainder of June.

SPECIES:  Reds!


REPORT: OK--I'll admit it. I was a Russian River virgin, but as of today, I am no more! Three of us from the office disappeared from work at about noon to try our luck at the confluence. After picking up supplies and the son of my co-worker, we headed south. We paid our parking fees at the landing and for the ferry crossing (Man, is that a racket or what!) and headed across the Kenai. After crossing, we found a nice spot to the East where all four of us could set up. We weren't stacked up wall to wall--in fact, there was plenty of room between the four of us and our neighbors. We started our fly fishing techniques and it took us about an hour before my co-worker landed his first fish. I managed to get three over the next three hours while the same co-worker managed to land three more. We had lots of great strikes, but we couldn't seem to land the fish. Folks around us were having similar success--fishing would be dry for about 45 minutes and then a school would flow through and rod tips would start to bend.

Only bad news is that my other co-worker managed to latch onto about five lunkers and had his line break while retrieving--every time! Yes, he did try using different pole/reel combos. We're guessing it was his technique. My co-worker's son also managed to hook four great fish, but was unable to land 'em. His bright smile, though, made up for all the missed fish!

Speaking of technique, we were using about 1 oz of weight, but saw others using almost three times that much. The couple right next to us seem to be semi-professionals as they had mastered the casting technique and managed to land their limit in about three hours. I'm sure we could have done the same, but our mastery of the skills will take additional trips.

Total Catch: 7 Reds in 6 hours on a beautiful sunny day. Can't wait to taste the smoked results!

WOUNDED BEAR ADVISORY:
7/02/06 6:00 PM Update
- Saturday morning someone ran over one of the three newly orphaned cubs as they crossed the highway. The cub was injured but not mortally wounded - there are now TWO injured bears in the area - the limping cub from last season and the new cub. Gimpy's sister known as Blonde is back in the area again after an absence. There are now seven young bears in the area. The limping one (who is getting bolder and bolder each day) and his sister plus 5 other cubs, three from the recent shooting and two others that have arrived a while back. The Refuge Manager has issued an Emergency Closure Order affecting this wooded property and no public entry is allowed now until after July 28th. If anglers want to fish that stretch they should walk downstream along the river from the Ferry parking lot. The sow's two year old cubs (1 runt 2 normal size) continue to rummage through the tent site area (closed to camping now) and travel through the Ferry parking area looking for pack sacks, coolers, and people garbage carelessly left out where they can get to it. Keep all fish, coolers, packs, and food out of reach of the bears!

Emergency Orders and regulation reminders

The Russian River Sanctuary Area opened by Emergency Order on June 21.
Also by Emergency Order, the daily bag and possession limits in the Russian River were raised to four salmon per day with four in possession. This Emergency Order expires at 11:59 p.m. Friday, July 14.
Anglers are reminded that, by Emergency Order, they may not fillet a Kenai River king salmon before removing it from the fishing site through July 14. The Emergency Order still allows gilling and/or gutting the king salmon.
The Kenai River king salmon slot limit remains in effect through July 14 above the Soldotna Bridge. The Kenai River from its mouth upstream to Skilak is now single hook, and bait is allowed, except in selected “fly-fishing-only” areas.
Salmon – Kenai & Kasilof rivers

Anglers fishing for Russian River red salmon continue to report good to excellent success, with many anglers catching their limits within a few hours, depending upon their skill.
If you fillet your fish in the Russian River area, we are requesting that you take a few extra seconds to chop up the carcasses into small pieces and toss the small pieces into fast moving currents. This reduces the piles of carcasses which attract bears. Just remember to “Stop, Chop, and Throw” your carcass pieces into fast moving currents.
AM radio stations were installed at both the Russian River Ferry and at the Russian River campground. Anglers can now turn their radio dials to AM 1600 for information about the fishery.
Kasilof River king salmon anglers fishing from boats reported that success rates have leveled out and anglers are looking forward to the arrival of the late king salmon run.
The preliminary estimated number of Kenai River early-run king salmon past the sonar for 2006 was 23,880 fish.
For management purposes, July 1 is the start date of the Kenai River late-run king salmon, and through midnight, July 4, an estimated total of 2,036 late-run king salmon have passed the sonar station.
Angler reports and the ADF&G creel survey indicate that many Kenai River king salmon are caught daily. Recent fishing has ranged from slow to fair during the last week. Anglers experienced good fishing conditions on July 5 with many boats reaching their limits. Angler success should improve as the late run begins to develop.
Kenai River water levels are near average for this time of year. Water clarity in the Kenai River was considered good to excellent on July 4.
Resident Fish — Kenai River

Anglers fishing for rainbow trout in the Kenai River above and below Skilak Lake have reported good success. Many anglers targeting king salmon in the lower portions of the Kenai River are incidentally catching rainbow trout.
Fishing for Dolly Varden is also now open in the Kenai River watershed.
Many streams have special tackle restrictions, so please check the regulation booklet before fishing.
Lake Fishing

See below for links to stocking information, as well as maps to the area lakes.
Johnson Lake in the Kasilof area is a great place to take a break from all the salmon action and try for stocked rainbow trout.
Northern Pike

Try Stormy Lake, Arc Lake, or Union Lake.
Many other area lakes have northern pike, but public access is limited. Private property owners may allow access, but get permission first.
Pike can be taken using spears, bow and arrow (with arrow attached by a line), bait, spinning, and fly-fishing gear. Try fish-shaped and fish-colored lures and flies.
There is no closed season for pike, and the bag limit is unlimited. Wanton waste laws apply, so be sure to use, or donate to charity, all the pike you harvest.
Personal Use

The Kasilof River personal use dip net fishery opened June 25. Complete regulations are on pages 16 through 18 of the Southcentral Alaska regulation booklet. A free permit is required, in addition to an Alaska resident fishing license. Permits are available from many grocery stores, tackle shops, ADF&G offices, and even some gasoline stations.
Kasilof dipnetters reported slow to fair catch rates. Dipnetting success should continue to improve as the salmon run continues to develop.
Remember that regulations require that the tips of the tail fins must be clipped off immediately after a salmon is retained, and that the fish is immediately recorded on the your personal use permit there on the beach.
You must hold an Alaskan resident sport fishing license (or ADF&G senior license or ADF&G Disabled Veteran’s license) in order to participate in dipnetting.
A very informative personal use website has been set up, with information from both the Division of Sport Fish and the Division of Commercial Fisheries. Go to the Sport Fish home page and click on “Cook Inlet Personal Use.”

ONE HOUR after the biologists left the bears were back again, undeterred. REPORT: The bear viewing was better than the fishing. Some people caught their limit, but others like myself went home with one redish sockeye.

Yogi was making his rounds. What in the world is wrong with the tourists? One guy asked my fishing buddy and I if the bear would bite. Can you believe that? Once again, backpacks, picnic baskets, and fish carcasses still littered the banks.

FYI-Don't get caught fishing in the handicap area even if no one is fishing.

That is the same  ~xyz  ^-^ that leaves his  O0 around the banks and needs to be fed to the bear, does it bite, well, hmmmm.....not sure, lets go and see shall we   ~rant O0

SPECIES:  2nd run silvers


REPORT: My wife and I fished for four straight days, not hard, (getting up early fishing except sunday due to rain wearing me down and fishing being slooooow.) The majority of our sucess came for one glorious two hour period monday afternoon at the beginning of the horse pastures when we hit four 12 lb beauties with sealice on them. It was about 2 1/2 hours before high tide,a low 17 fter. Used eggs,sardine strips and a clown corky. They preceded the tide next day two but the rain encouraged me to sleep in, it was brutal. We did get one in the afternoon again.I consider the 9th or tenth of September the beginning of the peak of the 2nd run of Kenai silvers with the notable exception of last year which came in at the end of September. I am going down again this weekend to fish thru next Wednesday the 13th in the hopes of hitting them dead on. Putting my belief to the test, I've got 4 friends coming that I went to HS with 35 years ago and haven't seen since, keeping my fingers crossed........

REPORT: Fished the Kenai this weekend and the rainbows and dollies were abundant. Caught tons of fish. But everyone knows the Kenai is fishing good. I was wondering if anyone knows how the steelhead have been down on Deep Creek and the Anchor? Have they started to show? Anyone catching any steelies? Reports would be much appreciated.
