wade fishing in Knoxville area

I am getting an opportunity to head to Knoxville for a week. I am looking for some streams to do some smallmouth fishing. Anyone with some advice? My brother-in-law shore fishes at Norris but does not catch very much. I wade fish in Pennsylvania and feel like this may be a better way to catch fish. A few years ago, the last time I was down, we waded below the Douglas dam and caught a couple of smallmouths before they started to release water and we had to leave(it was July 4th)

Below Norris is good for smallies and trout; floating is good if that is an option.  The upper end of the Emory above Harriman is also good for smalles, but do not know where you can access it by land.  I just fish it by boat.  Good luck!!
