Fishin regulations

I am plannin a visit to Colorado. While reading the fishin regulations I noticed a rule called a second rod stamp. What does it mean and does it pertain to me being strictly a bass fisherman?

The 2nd rod stamp is needed if you want to have two lines in the water at the same time.
