to add jackplate or not on Ranger 488

I have a Ranger 488 VS 1994 which has a 10" setback builtin, I am running a 200Merc EFi, 25P TempestPlus, my rpm's are 5200-5300 and my top speed is 63-64mph on a GPS, the prop guy says I should be running 70mph @ 5600-5700rpm
Would adding a jack plate help this Ranger?

A jack plate will help out any OB it has to be set up right to get max proformace

While it's true that a jackplate will give you some assistance, it sounds to me like you need to drop back an inch or two on your prop.  I'd try running the same prop, but a 23 pitch and see what happens.

   I don't know which bolt hole your motor is bolted on thru but try raising it one bolt hole first.
   There could be other issues if the boat was not garage kept. The foam could be saturated with moisture adding a significant amount of weight and that could be causing the boat to be riding lower in the water creating more drag on the hull.
   The older Rangers wern't all that fast but your EFI should be capable of spinning 6500 RPM.
