Good morning Dennis!!  Yes, you should ajust hour jack plate.

What is your W.o.t RPM?
Water pressure?
Every idividual boat will be different plate setting.  Depending on a lot of factors  including weight in the boat and Prop.

I have an 21LE  with a 225 Pro xs  26p tempest prop with a plate setting of 3.25 below pad.

The plate from the factory is not set.  ;)

Yeah You have alot of room to play.

Get yourself a starting mesurment by leveling the boat( Level the pad of the boat and not the trailer)  Then trim the motor down until the proshaft is level.  Now measure from the pad to the ground and the center of the  propshaft to the ground.  The difference will be how far you are below pad.

Each click on the ratchet of your jackplate will be 1/4 inch.  You need to run the baot everytime you come up with the plate.  Keep coming up untill you lose speed or water pressure drops below 15psi.  Wonce you lose eaither one drop the motor back down 1/4 in and you will be set.

That prop is probably going to run best at 3.75 to 4 in below pad on a Legend.

What is your top speed GPS now?

That is not Bad!!!  I would play with the plate and see what happens when you really get the plate right where it needs to be
