To jack or not to jack?

I just bought a 2003 17' Triton 170 Mag 2 with a 90 Merc on it and I wondering do I need a jack plate.  The guy I bought the boat from had the motor bolted really high on the transom because he said he could get in shallower water with it that was.  The boat runs around 40mph with me and the gear but I was thinking it should run a bit better than that.  I am thinking about putting a jack plate on the boat but was going to add a hydrofoil first to see if that would help.  I have no problem getting out of the hole.  Once I'm on plane and the motor is trimmed up around 40mph is my top speed.  If i trim any further the motor comes out of the water and cavitates.  Does anyone else have a boat like this?  I am currently offshore working and will not be home for two weeks so I can't level the boat and take the measurements to see how low the foot of the motor is below the lowest point of the transom.  I am on taking the boat in to get the motor lowered but was considering putting it on a jack plate so I could easily make adjustments myself.  Any opinions on this matter would be greatly appreciated.

 I have a 176mag with a 90 merc. it is mounted all the way down. I Top out around 48 to 50.
but usually just cruse around 35 to 40 max
