It's my understanding that these are illegal to throw in MN  PoPo . However, the other day at Dick's in Woodbury I noticed they had a rack full of them. What gives?

Same here. We are allowed two hooks only. Everyone is selling the 5 arm. No reason for the stores not to carry them though. Not illegal to sell them.

That's crazy that the A rig counts as 5 poles in the water and is illegal in MN sounds a little overbearing to me.

Kind of and old topic but just so people know you can use an A-rig with one hook and four dummy baits on it.
I was fishing on Table rock last month with a guide and we threw the A-rig and from what he said is the bait that trails behind the farthest gets hit the majority of the time, also the youtube vids on these seem to say the same thing. I'm going to try the rig in a couple of variations. One being all the same color baits with one trailing behind and one using spinners and grubs as the dummy baits.
The only bad thing is not being able to double up in MN.
I hate hard water.

Forget if it was KY Lake or somewhere else, but they could use only 3 of the arms.  One guy left the two empties pointed down acting as bottom walkers kicking up debris as the rig was slowly pulled along near the bottom.  Produced pretty good that way.  If you can use only two - point three down - do the same thing.  Who knows - may work well in MN too.
