This is what I use: Createx fluorescent paint (http://www.jannsnetcraft.com/createx-airbrush-paint/385201.aspx#). I use the fluorescent yellow over a white base for chartreuse, and you can add some fluorescent green if you want a greener chartreuse.

Chicago Airbrush Supply (http://www.chicagoairbrushsupply.com/createx.html) has slightly lower prices and a better selection of colors and bottle sizes, but their shipping is more expensive than it is from Jann's.
