No trim on boat

I just bought an 87 tracker tournament TX 17, it has the tilt switches up front and by the steering wheel but somebody swapped in a Mariner 40hp at some point I guess and it no longer has the tilt/trim function. Anyway to redo that without buying an aftermarket kit?
