The consensus for best performance and stability seems to be prop shaft 3.5 inches below pad.

Hmmm.... something doesn't sound right there. Hopefully you get that figured out during the rest of the break in process. Good luck!!

RPMs may be limited until the Break In is completed.

Not this low.  I had to break in the same motor for my boat, and my RPM's hit the WOT ranges.
