1968 Evinrude 9.9 Hp Boat Motor Help for a friend

My friend has a 16" aluminum starcraft and recently got a 1968 evinrude 9.9 horse power and the top speed currently gets is 7 mph with 2 people and 8 with one and was wondering if theres anything that can be done to get faster top speed without getting a different motor or boat

That's probably about top speed. The 9.9 was never intended to be fast. It would be faster on a 12' boat, sixteen is a considerable size for a 9.9, but a 9.9 is perfect for the no wake reservoirs. Flat bottom Jon boats are easier to push that a semi-v or modified v-hull.
