2010 Rules and Bi-Laws

Standards
1.  All applicable state law and waterway policies apply to all tournaments.
2.  All fish must be caught by use of artificial lures only (on rod and reel).

Safety
1.  Life vests must be worn while boat is on plane.
2.  If contestant's boat is equipped with a kill switch he must utilize it.

Information
1.  Member dues are $25 per club member per year. Previous members can sign up
at anytime up to the February meeting. After the February meeting previous members
must be voted into the club before joining. All new members must attend a meeting
and be voted in before fishing a tournament.
2.  Invited guests must fish with the member who invited them and are limited to one
tournament.  They must then join the club to fish anymore tournaments.
3.  Any new business or by-laws will be nominated at the October Meeting and voted
on at the November meeting. (Proxy voting not allowed)
4.  Angler of Year Award will remain the same as prior year's award. (When Angler of
the year title is relinquished a plaque will be awarded for year(s) to replace the annual
plaque.)
5.  Big Bass Award will be presented to the member who catches the season's largest
bass.  (Choice of plaque or shirt)
6.  2nd through 6th place will receive trophies or plaques.
7.  The top 10 anglers will compete in an end of the year tournament. It will be a winner take all event. There will be no entry fee and the payout will be a percentage of the clubs remaining funds but will not exceed $200. The lake fished will be one of the lakes fished from the current year. The names of the lakes will be put in a container and the angler of the year will draw for the lake. The top 10 anglers will vote on a time and a date for the tournament after the last season tournament.
8.  Kids not fishing the tournament and are 10 years old or younger can fish with a
member without having to pay. If the kid is over 10 years old he or she will have to pay
regardless if they say they are fishing the tournament or not. If the Kid 10 years old or
younger wishes to fish the tournament they will be required to pay. To break it down
what it basically means is if a kid 10 years old or young wants to accompany you and
a partner or just you, and is just there to fish but not participate in the tournament that
kid will not have to pay an entry fee.

Tournaments
1.  Winning payouts will be distributed at next club meeting.
2.  Commitments to fish are to be made 2 days prior to blast off of tournament. (Not
mandatory but it is asked as courtesy that all participating commit to the tournament)
Commitments are to be made to the President, Vice President, or Treasurer.
3.  A central sign in location will be named at the club meeting prior to the tournament.
4.  All tournaments are pick your partner tournaments. There will be no longer be any
draw tournaments.
5.  Waterways can not be fished 12 hours prior to tournament on said waterway/lake.
6.  Intrusion is forbidden in club tournaments.  The acceptable distance is 50 feet
unless granted permission by the members in the other boat.
7.  Trailering allowed only at designated launch blast off time. There will only be 1
check in site. You may trailer from the official check in site at the start time of the
tournament.
8.  All tournaments are team tournaments.  Weights will be obtained for both team and
individual record keeping. Every member must weigh in individual.
9.  We will fish a 8 lake tournament schedule with the 6 best finishes counting toward
Angler of the Year standings. 1 of the 8 tournaments will be a night tournament.
10.  All tournaments will be 9 hrs. Start times will be voted on at the meeting. In the
case of inclement weather the tournament times can be reduced but only to minimum
of 6 hrs. The reducing of time will be voted on at the tournament by those participating.
11. Tournament locations can be changed due to extreme conditions. The officers will
determine if the tournament location needs to be changed and where the new location
will be. This will only be done in extreme conditions such as high or low water levels.

Tournament Fees           
1.  Tournament fees per Member  ($20 total)
$15 for heavy stringer
$5 for Big Bass

2.  Tournament fees per Invited Guest ($25 total)
$15 for heavy stringer
$5 for Big Bass
$5 to club fund

Weigh-Ins
1.  All fish must be weighed in alive.
2.  The weigh-in will be best five fish for individual weight and then five best fish for
team weight.
3.  Size will be determined by lake rule. If there is no size limit on the lake the club will
vote in the minimum size for that tournament.
4.  A 4 oz. per dead fish penalty will be deducted from total stringer weight.  (Also
applies to fish weighed in for Big Bass)
5.  The official measure board for this club is the Golden Rule board.
6.  All participants must be accounted for at weigh-in. If someone needs to leave, they
need to notify another member or leave a note.
7.  Fish must be presented to weigh master in a weigh in bag and each angler must
have their fish in their own weigh bag.

8.  In the event of a tie:
Stringer:  Heaviest bass will decide winner.
Big Bass:  Girth, length, etc. will decide winner.

9. If you bring a fish in that does not meet the legal measurement of the tournament
than the first time you will be warned and that fish will not be weighed. After a warning
any time a member brings a fish in that does not meet legal measurement than that
member will be penalized 4ozs and will not be allowed to weigh that fish.
10. Weigh masters will weigh each person's big bass. This way in the event of a tie the
big bass will have already been weighed. If a guest has the big bass of the tournament then the member with the next biggest bass will get the points for AOY standings.
11. You must be at the weigh in site at official weigh in time. If you are not there at that
time you will not be allowed to weigh in.

Points System:
The 2009 points system as pertains to Angler of the Year is as follows:

100pt system:
1st place 100pts
2nd place 99pts
3rd place 98pts
It continues on

You are guaranteed 50pts if you fish a tournament however you must be at the weigh
in to be eligible for the points unless there was an emergency. The member in last
place will be awarded the lowest points on the scale if that member brings in a fish. If
the member does not bring in a fish he will be awarded 50pts. 3 additional points will
be awarded for the member with big bass.

We will no longer award points for meetings.

Payouts:

We will pay a place for every 5 entries. 1-9 will pay 1 place, 10-14 will pay two places,
and 15-20 will pay 3 places and so on. We will only payout up to 5 places.
Break down of payouts:
1 place - 100%
2 places - 60% and 40%
3 places - 50%, 32%, and 18%
4 places - 40%, 25%, 20.5%, and 14.5%
5 places - 37.5, 20.5%, 17%, 13.5%, and 11.5%

Officers will remain in their seat until they elect to resign. If an officer resigns then
nominations to fill the seat will be taken at the following meeting. After members have
been nominated the club will vote and the nominee with the most votes will take that
seat. The president of the club is exempt from membership dues.
