Prop info on 94 Nitro 180TF w/ Evinrude 115

I have a 94 Nitro 180TF with 115 hp Evinrude. 

It came (used boat) with a 17 pitch stainless steel prop. 
With 3 adults, it has a very slow hole shot (even trimmed properly) but with one or two people it runs over 6000 rpm at 3/4 throttle and way too many rpm at full throttle.   It is also very slow (according to GPS) running 32 mph at 6500 rpm. 

Given the high rpm and low mph, I think I need a much higher pitch prop - but the awful hole shot seems inconsistent.   

Looking for any suggestions or info on how others have similar rigs set up . . . there must be a lot of mid 90s 180TF Nitros out there.  What pitch props are you running???

Based on your numbers for WOT, it sounds like you should be running at least a 21p prop. The holeshot with 3 people and gear won't be great with that 115. What is your prop to pad measurement (how far below the pad is the propshaft in inches)?

I wouldn't put a 21p i have the same boat and motor and iam running a 19p. I tried a 20p racker and I had to walk to the front of the boat so it could plan out and that was with only me in the boat!! Personally I would go bigger than a 20p!!

Nitro should have never sold that boat with a 115!! Boat weights way to much for a 115 but hey thats just my opinion!!

I went thru this with my 1996 170Dc. tryed 5 props out (21 to 17) when we repowered it with a 2008 omtimax 115. ended up using an stainless 17 3/4 prop with a light cup to it. has a great hole shot with full load on it.
