CHAPTER BY LAWS
January 2011

ARTICLE I – NAME AND PURPOSE
Section 1: NAME

This chapter shall be called Tobacco Valley Bass Anglers of Windsor, Connecticut

Section 2: GENERAL PURPOSE

To stimulate public awareness of bass fishing as a major sport. To offer our State Conservation Department our organized moral and political support and encouragement. To promote full adherence to all conservation codes and to demand adequate water standards. To detect and report any polluter and bring public and political attention to this crime. To improve our skills as bass anglers through a fellowship of friendly exchange of expert bass catching techniques and ideas, to improve and encourage youth fishing and a love of this great recreation. To function with our other chapters of the state federation to support the principles and purposes of the Bass Anglers Sportsman Society.


ARTICLE II – MEMBERSHIP
Section 1: NUMBER OF MEMBERS

The chapter must begin with and maintain at least six (6) members. The number of chapter members shall not exceed thirty-five (35).

Section 2: REQUIREMENT FOR MEMBERSHIP

To become a chapter member, a person shall:
Voluntarily demonstrate a genuine interest in membership
Be a member in good standing of the Bass Anglers Sportsman Society (B.A.S.S.)
Be recommended by one member at a regular monthly meeting
Full membership shall then be awarded and membership credentials presented
Must be 16 years of age
3 month grace period before joining B.A.S.S. possible

Section 3: MEMBERSHIP DUES

Members will pay a fee of sixty-five dollars ($65.00) for club dues and an additional thirty dollars ($30.00) for National Federation dues for a total of ninety-five dollars ($95.00). Members who have paid the National Federation dues through a separate chapter are exempt from the thirty dollar ($30.00) Federation dues and need only pay the club dues of sixty-five dollars ($65.00). Any member wishing to join the Connecticut Bass Federation must pay an additional dues of twenty-five dollars ($25.00).

All chapter dues noted above are due January 31 for the subsequent calendar year.



ARTICLE III – OFFICERS, ELECTIONS, VACANCIES AND ELIGIBILITY
Section 1: OFFICERS AND THEIR DUTIES

PRESIDENT: Preside over all meetings and direct all official business. Appoint and direct all committee functions and supervise all club functions

SECRETARY: Maintain accurate minutes of all meetings and distribute meeting minutes to all chapter members.

TREASURER: Maintain accurate financial records and report at each meeting. Maintain regular liaison between chapter and Bass Angler Sportsman Society National Headquarters

TOURNAMENT DIRECTOR: Submit applications for club tournaments to the Department of Environmental Protection to secure permits for these events. Collect and distribute monies at club tournaments. Weigh in and record all fish caught. As final say in all matters regarding the club tournaments including but not limited to the allowance of guests. The Tournament Director shall appoint an acting director in his absence.

CHAPTER STATE FEDERATION REPRESENTATIVE: Represent the chapter at all State Federation regular monthly meetings and report important points of business back to the chapter during regular monthly meetings.

Section 2: ELECTIONS

The election of officers shall be held annually at a regular meeting during the month of October. Election shall be by simple majority of members present. Election for each officer shall be held separately in order listed in Article III, Section 1.

The CHAPTER STATE FEDERATION REPRESENTATIVE is a non-elected position and will be filled each year by a volunteer from the chapter's State Federation members.

Section 3: ELIGIBILITY OF VOTE

Each member is entitled to one vote. Proxy votes are not permitted.
Must be member for six (6) months to vote.

Section 4: TERMS OF OFFICE

Term of office is for one year, which shall begin on January 1 and end on the last meeting day of December or until the successor assumes office.

Section 5: VACANCIES

In the event of an office becoming vacant, nominations shall be asked and an election held to fill the expired term of the individual vacating the office. National B.A.S.S. shall be notified immediately of the change in officers.

Section 6: ELIGIBILITY FOR HOLDING OFFICE

To be eligible for an office a member must:
Have been a member for 6 months
Have attended at least 75% of the chapter meetings
Have shown an active interest in all chapter function
ARTICLE IV – MEETINGS
Section 1: MEETING SCHEDULE

Regular meetings will be held monthly on the 3rd Tuesday of each month at 7:30pm.


ARTICLE V – METHOD OF AMENDING THE CONSTITUTION
Section 1: AMENDING BY LAWS

By laws may be amended at any regular meeting by majority vote of the members present, provided written notice of the proposed amendment has been presented to the membership at least one regular meeting prior to the vote.


ARTICLE VI – REMOVAL OF MEMBERSHIP
Section 1: REMOVAL OF MEMBERSHIP

A member shall be removed from the membership role for the following:
Failure to pay dues, maximum of three (3) months past due
Any action which would reflect dishonor and disgrace on this chapter
Actual removal requires a majority vote of the members present at any regular meeting
Any member may propose the removal of another member at any regular meeting


ARTICLE VII – AFFILIATION
Section 1: REQUIREMENTS FOR AFFILIATION

This chapter must maintain 100% B.A.S.S. membership and submit a roster to B.A.S.S. headquarters every 12 months. This roster must include names and addresses of chapter members
Affiliation must meet the approval of the state chapter federation
A chapter must actively participate as a member in the state federation


ARTICLE VIII – ANNUAL FUNCTIONS
Section 1: Functions

A minimum of one(1) fishing events shall be held annually; the event shall be a chapter family and friends fishing tournament
The chapter shall send the top 50% (or the % allowed as defined by the CT state chapter federation by-laws) of the Federation members to represent the chapter in the State Championship and shall assist in bearing expenses as the treasury and membership dictates

Section 2: Club Tournaments

The club will hold a minimum of ten (10) tournaments annually, 3 of which will be dropped from each member to determine year end standings
Pairings for all club tournaments will be chosen by random draw; pairings will not be repeated until non-boaters have fished with all boaters
Cut off time to pre-fish a club tournament body of water is Monday at 11:59pm ET prior to the upcoming weekend tournament

The club will utilize a point system at club tournaments:

1st - 120 points
2nd – 112
3rd - 106
4th – 101
5th – 97
6th – 90
7th – 85
8th – 80
9th – 75
10th – 70
11th – 65
12th – 60
13th – 55
14th –50

Bonus points will be awarded based on tournament and year-end accomplishments.

75 points for two (2) or more single days with a total weight of twenty (20) pounds or more (awarded at event achieved and is a 1 time awards)
75 points for a single day with a total weight of twenty (20) pounds or more (awarded at event achieved and is a 1 time award)
20 points for each five (5) fish limit weighed-in (awarded at each event)
40 points for two (2) or more Tournament Lunker Awards during the season (awarded at event achieved and is a 1 time award)
30 points each Tournament Lunker Award (awarded at each event)
75 points for the Largest Fish Of The Year (awarded at the end of the year)
20 points for 100% Attendance throughout the season; Family and Friends Tournament Excluded (awarded at the end of the year)
50 points for the Day 1 Leader of any club Two (2) Day Tournament (awarded at event)
50 points for the Day 2 Leader of any club Two (2) Day Tournament (awarded at event)
**Bonus points are awarded at each event unless otherwise stated and are calculated into the standing for that event as they are earned**

Quality Fish bonuses; maximum one 1 per angler per event (awarded at event achieved) To Clearify further, if you catch a 4lb, 5lb, 6,lb and 7lb and another 4lb...you get awarded points for the first 4lb fish the 5,6,and 7lb fish not the 2nd 4lb fish. The awards are 1 per catagory per event. I missed the wording when this was provided to me.

25 points for a fish weighing four 4 pounds or more
35 points for a fish weighing five 5 pounds or more
45 points for a fish weighing 6 pounds or more
55 points for a fish weighing 7 pounds or more
65 points for a fish weighing 8 pounds or more
75 points for a fish weighing 9 pounds or more
100 points for a fish weighing 10 pounds or more

30 attendance points for any angler not weighing-in a fish at an event
